Gloria Johnson Template Legislation

The Gloria Johnson Act (State-Local Template Legislation) is designed to help states or municipalities correct the harm done by the Supreme Court in Johnson v. Grants Pass, which stated that the 8th Amendment’s protections from cruel and unusual punishment do not apply to unhoused persons who need to sleep or shelter themselves, even in the absence of any adequate alternative shelter. The bill offers states and municipalities a way to legislatively codify at least some of those protections, and help redirect resources from wasteful and harmful policing to housing and services, which can actually end homelessness.
